Based on this, it builds a theoretical framework to understand Starlink’s impact on global strategic stability from three aspects: first-strike stability, crisis stability, and arms race stability. Additionally, it attempts to propose preliminary counter-strategy suggestions for addressing these challenges and achieving security governance.
